The National Silver Jackets program is a formal collaboration of state-led interagency teams that look at ways to reduce the risks associated with flooding and other natural disasters across the state. Through the Silver Jacket program, the Corps of Engineers in association with the Federal Emergency Management Agency (FEMA), National Flood Insurance Program Coordinator, the State Hazard Mitigation Officer, and additional federal, state, sometimes local agencies, and tribal nations leverage agency resources, improve communication including data/information, expertise, and preventing duplication of effort.

The primary goals of the Silver Jackets program are to:

  • Increase and improve flood risk communication and outreach.
  • Facilitate strategic, integrated life-cycle mitigation actions to reduce the threat vulnerability and consequences of natural and manmade disasters in the state of Tennessee.
  • Create or supplement a mechanism to collaboratively solve issues and implement or recommend solutions.
  • Foster leveraging of available resources and information among agencies
  • Promote wise stewardship of the taxpayers’ investments.
  • Develop a more comprehensive regional flood risk management strategy through participation in the Regional Interagency Flood Risk Management Team.
  • Integrate mitigation into recovery actions
